Central Directorate of National Savings, Ministry of Pakistan - National Savings of Pakistan has been introduced many Schemes & Accounts such as; Defense Saving Certificates (DSC), Special Saving Certificates Registered (SSCR), Regular Income Certificates (RIC), Bahbood Savings Certificates, Savings Account (SA), Special Savings Account (SSA), Pensioner's Benefit Account (PBA). At present, this Organization has a total sanctioned strength of 3377 employees in various grades and its main component units are as under: a. Central Directorate of National Savings, Islamabad. b. The officials in the Central Directorate of National Savings (CDNS) told The Nation (News Paper) on condition of anonymity that they don’t disclose the name of the winning prize bond holder due to security and other reasons. “It is a private matter and CDNS usually does not disclose the identity of the winning prize bond holder”, they said. They said that the government had in 2012 passed a law to restrict sale and purchase of the prize bonds and under the new law, only designated branches of the directorate can offer prize bond tickets.

Finance Minister Ishaq Dar has directed the National Savings to continue providing better services to the public and improve culture of savings in the country. He said this while chairing a meeting on National Savings in Islamabad on Sunday. Director General (DG) National Savings Zafar Masood briefed the finance minister on initiatives undertaken by National Savings. The initiatives include improvement in customer services, development of new products, human resource management, organization's brand activation, and strategic improvements in the organization.

The Central Directorate of National Savings (CDNS) has launched its modernisation plan in collaboration with National Institutional Facilitation Technologies (NIFT), for facilitating the customers. According to the Memorandum of Understanding (MoU) signed with National Institutional Facilitation Technologies (NIFT), now senior citizens and pensioners would get the amount credited in their accounts in National Bank of Pakistan (NBP), a senior CDNS official told APP here on Sunday. After agreement with NIFT, the CDNS would launch registered prize bonds, besides transferring profit to the customers’ accounts....

Finance Minister Senator Mohammad Ishaq Dar commended National Savings on becoming member of the Automated Clearing System. National Savings was the only non-bank member of the clearinghouse. The minister said that this achievement of National Savings would help serve millions of small savers throughout the country. It was an earnest demand of CDNS’ customers. He said that endeavours of National Savings, like the clearinghouse membership, would enable realisation of the vision of the National Financial Inclusion Strategy.

State Bank of Pakistan (SBP) has allowed clearinghouse membership to Central Directorate of National Savings (CDNS). SBP, in order to facilitate the general public, has issued instructions to all the banks to accept profit coupon/withdrawals slips pertaining to Pensioners Benefit Account (PBA), Behbood Saving Certificate (BSC) and Saving Account (SA) of CDNS. The investors can now deposit these instruments directly into their bank accounts, located anywhere in the country. These instruments will be cleared by CDNS through NIFT. Upon receipt of successful clearance from National Savings, banks will then credit respective accounts of such investors.

The Investment and Savings Investment is targeted to grow at 17.7 per cent of the Gross Domestic Product (GDP) during the ongoing fiscal year (2016-17) to promote sustained, indigenous and inclusive growth. The fixed investment is expected to grow at 16.1 per cent of the GDP in 2016-17 whereas the national savings, as percentage of the GDP, is targeted at 16.2 per cent. The investment under the China Pakistan Economic Corridor (CPEC) is expected to improve the overall investment climate in the country, they added. According to official data, improvement in the investment- friendly environment as a result of affordable energy, increased profitability, high capacity utilization rate, finance availability and reduced political and economic uncertainty will help attain the investment target for 2016-17.

as per notification issued by the federal government, he new rates for Defense Savings Certificate, Special Saving Certificate, Regular Income Certificate, Savings Accounts, have been revised upward at an average of 7.44 percent,5.8 percent, 6.36 percent and 3.90 percent respectively. The official said the profit rate of return for specialized Savings Schemes like Bahbood Savings Certificates and Pensioners' Benefit Account has also been revised up and fixed at 9.36 percent in order to provide safety net to specialized segments of the society. He said that the proposal to launch registered prize bonds which offer coupons as well as prizes is also under consideration.

Similarly, the government has also set a higher target for national savings for 2016-17, which is 16.2pc of GDP. It was 14.6pc in 2015-16. It means the government wants to increase savings by 1.6pc of GDP, which looks like a tall order. The saving-investment gap target for 2016-17 is -1.5pc, which means a higher investment and lower savings. The gap is just -0.6pc for 2015-16. Pakistan’s saving rates are lower than most regional countries, as it has been struggling for the last eight years to improve its economic growth rate.

National savings marginally improved while the investment dropped to reduce the saving-investment gap to -0.6 per cent in 2015-16. The September issue of the Monetary Policy Compendium issued by the State Bank of Pakistan (SBP) said the investment fell to 15.2pc of gross domestic product (GDP) in FY16 from 15.5pc in 2014-15. According to the SBP report, national savings improved by just 0.1pc to 14.6pc in 2015-16 compared to 14.5pc in the preceding year. Pakistan has the lowest savings as a percentage of its GDP in the region, excluding Afghanistan. This hampered economic growth that is not even 6pc, which is generally considered the base level to create enough jobs to absorb new entrants to the workforce every year.
