Issuance of prize bond of Rs 25,000 or Rs 40,000 needs to be discontinued as these high denomination bearer instruments fuel corruption and tax evasion. Prize bonds of these denominations should be allowed to be deposited in Bank Accounts till 31 December 2015 with a tax withholding of 0.1 percent. Tax so deducted on the prize bonds should be made adjustable and the evidence of tax deduction will suffice the purpose of documentation.

I approached the State Bank of Pakistan to gather prize (Bahawalpur Draw of May 15, 2007) on my Rs.15,000 bond number F838575. The State Bank lamented to give away the prize cash on supplication that the bond won the prize while it was lying, un-issued to any person, in SBP coffers. The SBP is a body corporate. How would it be able to hush up about the prize cash when it had not purchased the cash? The SBP may have eaten up prizes to the tune of a large number of rupees on a few such bonds, lying un-issued in SBP vaults. The Supreme Court ought to pay heed: Can the SBP contend in draws without purchasing the bonds? Will the staff in private banks and national sparing focuses exploit such lethargic contender bonds? Why aren't just the sold out bonds in rivalry for prizes.

The Central Directorate of National Savings (CDNS) collected Rs151 billion as of Jan 21 this fiscal year, compared to the target of Rs169bn for the period. The estimated target of the national savings for 2015-16 is Rs302bn, an official of the CDNS told APP on Monday. The directorate collected Rs82bn during the first quarter of this fiscal year, he said. The official said that the federal government has also started making adjustments in the profit rates on new savings schemes from Dec 1, 2015. The CDNS investment bonds profit rates are linked to Pakistan Investment Bonds (PIBs), which are set according to the policy rates of the State Bank of Pakistan (SBP). He said that against the backdrop of current market scenario, the government had made an instant revision to provide market-based competitive rate of return to the investors of national savings. As per notification issued by the federal government, the new rates for special savings certificates, regular income certificates, defence savings certificates and savings accounts have been fixed at an average 6.60 per cent, 7.536pc, 8.68pc and 4.15pc, respectively. The official said the profit rate of return for specialised savings schemes like Bahbood Savings Certificates and Pensioner’s Benefit Account has also been revised and fixed at 10.56pc.
