Pakistan’s Non-Tax Revenue Hits Rs. 4.96 Trillion Due to Petroleum Levy Surge

The federal government’s non-tax revenue increased by Rs. 1,998 billion in fiscal year 2024-25, reaching Rs. 4,959 billion. Meanwhile, petroleum levy collections rose to Rs. 1,220 billion from Rs. 1,019 billion in the previous year.

The current levy stands at Rs. 78 per liter on petrol and diesel. The government projects Rs. 1,468 billion in petroleum levy collections for the current fiscal year, with rates expected to rise gradually.

State Bank of Pakistan profits contributed Rs. 2,619 billion to government revenue, making it the second-largest source after the petroleum levy. This central bank transfer provided substantial support to the federal treasury.

The high non-tax revenue collection relieves the pressure on the conventional tax-raising activities. Government officials consider these sources of income more dependable for financing their annual budget. The petroleum levy is especially flexible, whereby there is a possibility of modifying charges depending on fiscal demands.

Such sources of revenue have boosted the strength of government finances without raising conventional taxes. The petroleum levy continues to be a major instrument of realizing the fiscal objectives and central bank earnings provide substantial financial support.
