The Sindh government has come up with a notification to make amendments in the Sindh Motor Vehicle Rules 1969 which proposes new road traffic laws to ensure road safety and protection of the people. The Sindh Transport Department declared that now, the heavy commercial vehicle owners have to undergo strict measures, such as getting a fitness certificate, equipping their vehicles with GPS tracking devices and observing vehicle age restrictions.
Fitness Certificate and Road Worthiness Test Now Mandatory
Under the new Sindh traffic rules 2025, all heavy commercial vehicles will be required to obtain a fitness certificate from designated Transport Department centres. A roadworthiness test will be mandatory for every vehicle. Violators will face fines, starting with a small penalty for the first offence, followed by PKR 200,000 for the second and PKR 300,000 for the third violation. All fines will be collected online through the Sindh government account.
Heavy Vehicle Age Limit and Permit Restrictions
The new rules set a strict vehicle age limit in Sindh for heavy commercial vehicles:

Vehicles over 20 years cannot operate on inter-provincial routes.

Vehicles over 25 years banned from inter-city routes.

Vehicles running within cities must not exceed 35 years of age.
These amendments bring the Sindh Motor Vehicle Rules 1969 closer to the current transport safety standards and are likely to affect permits of the old buses and trucks in Pakistan.
GPS Tracking and Safety Devices Compulsory for All Vehicles
The amended Sindh traffic rules make it mandatory for every heavy or light commercial vehicle to equip with a GPS tracking system, front and rear cameras, a driver monitoring camera, a 360-degree camera system, and under-run protection guards. These devices must remain fully functional at all times.
Failure to install or maintain these systems will result in heavy fines, temporary suspension of the vehicle, and permanent registration cancellation if issues not corrected within 14 days.
Implementation Timeline
According to Sindh Transport Minister Sharjeel Memon, the law will come into effect within one year. Vehicle owners advised to secure their fitness certificates, update safety equipment, and meet the new vehicle age limit in Sindh to avoid fines and permit cancellations under the amended Sindh Motor Vehicle Rules 1969.
