ECC Approves Funding for PTV and Sialkot-Kharian Motorway

The Economic Coordination Committee approved key financial packages on Tuesday, including funds for state television and guarantees for a major motorway project.

Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb chaired a meeting of the Economic Coordination Committee (ECC) of the Cabinet at the Finance Division on 4 August 2026. The committee reviewed and approved several key public sector financing measures.

Quarterly Funds Granted to PTV

The ECC approved a Technical Supplementary Grant for Pakistan Television Corporation (PTVC) for the 2026–27 financial year. PTVC will receive Rs 3.25 billion every quarter to cover its running and operational expenses, totaling a Rs 13 billion lifeline.

However, the committee instructed the Ministry of Information and Broadcasting to present a clear financial sustainability plan for PTVC within two months.

Guarantees Approved for M-12 Motorway

Addressing infrastructure development, the ECC approved a summary submitted by the Ministry of Communications. It cleared the issuance of Rs 27.62 billion in sovereign guarantees for the construction of the Sialkot (Sambrial)–Kharian Motorway (M-12) project under a Build-Operate-Transfer (BOT) model.

The committee also approved rolling over Rs 6.944 billion in already issued Operational Viability Gap Funding (VGF). These financial guarantees will assist the project’s concessionaire in achieving financial close under the newly approved financing structure.

Cabinet Members Present

The meeting was attended by Federal Minister for Commerce Jam Kamal Khan, Federal Minister for Investment Qaiser Ahmed Sheikh, Federal Minister for Power Sardar Awais Ahmad Khan Leghari, Federal Minister for Petroleum Ali Pervaiz Malik, and Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan, along with federal secretaries and senior officials.
