The Parwaz Card is an interest-free loan program run by the Punjab Skills Development Fund (PSDF), under the Government of Punjab’s Hunarmand Naujawan initiative. It helps Punjab residents who already hold a job offer from an international employer cover their pre-departure costs.
What Is the Parwaz Card
The Parwaz Card is not a training program or a job-search service on its own. It is a loan, given without interest, to people who already have a confirmed job offer abroad but need help paying the costs that come before departure.
What the Loan Covers
The loan pays for:
- Medical tests required for the visa process
- Visa processing and protectorate fees
- Air tickets
- Skill-verification tests
- Overseas Employment Promoter (OEP) fee
Who Can Apply
To apply for the Parwaz Card, you need to meet these conditions:
- You live in Punjab
- You are 18 years or older
- You hold a valid CNIC
- You already have a job offer letter from an international employer
- You can complete the required international certification or testing for your trade
Documents Required
The main document PSDF asks for is your job offer letter from an international employer. During the application process, you will also need to upload a medical certificate and a skill verification certificate.
Parwaz Card Registration Portal: How to Apply Online
Follow the simple steps below to apply for Parwaaz Card online:
Visit the official website
Go to the Parwaz Card registration portal at parwaaz.psdf.org.pk.
Submit your application
Apply online yourself or get help from a registered Overseas Employment Promoter (OEP). You will need your job offer letter.
Upload your documents
Upload your job offer letter, medical certificate, and skill verification certificate.
Wait for approval
After applying wait for some time, becouse PSDF will check your application. If everything is correct, they will approve your application.
Visit Bank of Punjab
After you request is approved, go to your nearest Bank of Punjab branch to apply for the loan. At this stage, you will receive 20% of the approved loan amount.
Pay your travel expenses
Use the remaining 80% of the loan to pay for your visa stamping, visa fees, OEP charges, and air ticket. After making the payments, upload the receipts on the official portal.
Complete your training
Before leaving Pakistan, complete the required pre departure training. After that, you can prepare for your journey.

A Quick Note Before You Apply
The Parwaz Card only supports applicants who already have a job offer in hand. If you’re still looking for overseas work, PSDF runs a separate program called Tabeer for international job placement and training, which is a different track from the Parwaz Card loan.
