FBR Sets 7-Day Deadline: Builders to Get Automatic Tax Exemptions via IRIS

The Federal Board of Revenue (FBR) has just triggered a major shift for Pakistan’s construction sector. By setting a strict seven-day deadline for tax exemptions, the FBR is moving to solve a massive liquidity crisis for builders. This new “auto-issuance” rule means the IRIS system will now bypass human delays to keep the real estate market moving.

For months, builders and developers under the Section 7F special tax regime felt the squeeze. They were paying fixed taxes on their business income, yet still getting hit by Section 236C withholding tax during property sales.

Since this tax is usually adjusted against capital gains—which these builders don’t technically “have” under their fixed regime—millions of rupees were getting stuck in the system.

The Federal Board of Revenue has now stepped in with Circular No. 08 of 2025-26. This isn’t just another memo; it’s a directive with teeth. Commissioners now have exactly seven working days to issue a withholding tax exemption certificate. If they don’t act? The IRIS system will automatically issue the certificate for you.

The goal here is simple: stop the cash flow drain. If you have already cleared your tax liabilities under the special tax regime for builders and developers, you shouldn’t be penalized with extra withholding.

  • Speed: No more waiting weeks for a signature. The 7-day clock starts the moment you apply.

  • Automation: The IRIS system acts as a fail-safe against administrative delays.
