Pakistan Ends Baggage and Gift Schemes Under IMF Car Import Policy 2025

Pakistan and the IMF agreed to end the Baggage and Gift Schemes for car imports and tighten the ToR policy. The step is part of the IMF car import conditions Pakistan 2025 to reform import rules and governance.

Gulf News reports that a new SRO allows import of used cars up to five years old under strict safety and environmental standards. The ECC and Cabinet will review the plan in mid-October.

Talks under the $7bn EFF also secured $400m under the FSF. Only car owners who lived abroad for a year can now import under ToR, closing past loopholes.

ProPakistani says the IMF gave a deadline to end both schemes. The Commerce Ministry may raise the minimum stay abroad from 700 to 850 days.

Gulf News adds that Pakistan enforced 62 safety checks on imported cars from 1 Oct 2025, replacing 17 old ones. Local cars must comply by 1 July 2026. Checks cover accident, odometer, emission, and airbag standards.

The IMF car import policy 2025 also includes EV battery and charging safety.

According to the Express Tribune, the duty on imported used cars will be 40% in the first year, and the duty will be decreased by 10% every year until 2029-30. The Pakistan used car import policy 2025 permits a small scale importation to avoid smuggling and enhance documentation.

The Civil Servants Act 1973 will be amended to make grade 17–22 officers and families declare assets. The Election, NAB, and FIA Acts will also be updated for transparency.

The reform plan includes NAB and FIA training and FIA staff reassignment from airports. Public campaigns will explain new import and anti-corruption steps.

Used car import reforms 2025 will be implemented in phases until 30 June 2026. Subsequently, responsibilities will lessen overtime. The plan will be approved by ECC and Cabinet this month and then officially notified by the Finance Ministry.
